There's actually quite alot of scenes like these in crimefighting movies. Showcasing workers for the gang in nothing but there underwear. Off the top of my head I believe MeteorMan has a scene like that.
In a count house, the workers are actually usually naked so you can't steal. You arrive, undress, and leave your clothes at the door/with someone. You work nude, then get dressed only at the end of your shift. The scene in Gotham is a little off only because for network TV they had to have them in underwear.
I believe it was a drug ring. I guess they wear little so there are less places to hide things if someone wanted to steal.
