A number of tighty whities scenes in How I Met Your Mother. The actor is Benjamin Koldyke. Basically, his character is a famous television anchor, and when one of the main characters becomes his co-anchor, she discovers he doesn't wear pants while sitting behind the desk, and is just in his tighty whities.
I know there are scenes in the episode Last Cigarette Ever, but I think there are more throughout that season of the show as he was a recurring character and I remember this being a recurring gag. Not sure if my memory might be failing me though and it's just that episode; I haven't watched this show in nearly ten years. I'm surprised I couldn't find this one on the site, as it's one of the most memorable tighty whities appearances I can think of, and on a hugely popular show too.
