It's a reference to the new movie to be released (libre et assoupi). In this movie several guys seem to appear in their underwear.
Three more things : - The guy's name is Lecaplain and not Chaplain. - According to the trailer of the movie, http://www.allocine.fr/video/player_gen_cmedia=19544064&cfilm=221488.html his buddy played by Felix Moati is the one who appears in white briefs. The tagline is : "Bruno loves have a walk in his briefs". He says a word for that : slippist, which could be translated by "briefer" The movie is about lazzy guys, and wearing white briefs is supposed to make them little bit more ridiculous. - During the TV show, they speak a lot about the briefs. There is a quizz about famous in briefs and Felix Moati precise, he's a slippist, only in the movie not in real life. Which mean : i am not exhibiting in real life, but also likely : i am not wearing briefs, like most of young cool guys.
There's actually another short scene of him in bones in some white briefs. It is nowhere near as good as this one but there is something about a man in long dress shirt and tighty whities. Check out season 4 ep. 26 "The End in the Beginning" A bit after 30 min mark maybe 31 min.
